Economic Development Director (Contractual)

The Ashland Area Economic Development Committee is desirous to retain a qualified contractor to lead its Economic Development efforts. The successful contractor will assist the committee and report to the committee on all economic development efforts across the region.  The geographical area for development is focused on the Route 11 corridor from Oxbow to Portage Lake, Me. Primary focus is directed to the future development and expansion of the Machias River Industrial Park (MRIP).

Preferred contractors will possess:

  • Grant writing, management and reporting skills
  • Land acquisition, real estate expertise
  • Program management, infrastructure, and strategic planning skills
  • Microsoft office suite (office 365), database management experience
  • Project management, communications and team leader expertise

This contract is subject to available funding for a 12 month period, and future funding is subject to available funds from grants and other sources for continuation.

The contractor will have the full support of the Ashland Area Economic Development Committee (AAEDC). Our goal is to make this contract and the workload as dynamic as possible through a results driven strategy with actions designed and streamlined for success.  The AAEDC is committed to keeping the project and its new director focused on programmatic  goals and eliminating any superfluous tangents.

The tasks to be performed include:

Task 1: Determine potential funding agencies and sources.

Task 2: Create and maintain a database and associated spreadsheets of agencies and sources for potential assistance, grants and listing the matching/leveraging of funds opportunities.

Task 3: Investigate and prepare analysis for land purchases adjacent to the MRIP site.

Task 4: Prepare infrastructure plans (roads, rail, utilities, etc) associated with any potential projects.

Task 5: Compile data to present to potential investors to attract them to available area sites.

Task 6: Communicate with local, state, and federal agencies to coordinate their cooperation and assistance.

Task 7: Develop a strategic planning process with goals, objectives, timelines and action plans associated with the MRIP.

The contractor will concentrate efforts on the expansion of the MRIP and nearby industrial sites in or near Ashland. Contractors with knowledge of microgrids, biomass, and forest products manufacturing facilities are highly encouraged to apply.

Contract Funds Availability   Negotiable (12 months from date of contract approval)

Contractors should provide available hours and pricing estimates to complete all tasks and list the aggregate number of hours. Office space, supplies, IT/technology will be provided and should not be included estimates.
